How to change IP in Windows 7

I have a windows 7 and it say my IP Adress has been blocked in the fire wall , does chaging IP help? if yes , cna you show me how?

I don't quite get what you're saying. Windows 7 says your IP has been blocked in the firewall. What firewall - the one with Windows or from a LAN, or a website? What are you doing when you get this error? Does your computer get your public IP address or are you using a router?
