Default change an internal ip address

Is there any way to change an IP address which is internal, i.e., through a router?

Please tell me how to change an internal ip address.

Start, Run, cmd

In the Command window type:
ipconfig /release

After the release has happened, information will scroll by indicating your IP is 0.0.0.0

Next, type:
ipconfig /renew

After the renew happens, your new IP will scroll in the window.

If the IP doesn't change, do you have access to the router or the source that is assigning your IP?
