It really depends on how the owners of the IP show their information. Sometimes doing an IP Address Lookup will show the information of a local ISP. But if you do a WHOIS, you might find the information to be that of a larger ISP that actually "owns" the IP block that they're leasing to a smaller local ISP.

The IP Address Lookup basically pulls information from a database. That db is updated once per month.

I just looked up your IP in the log files and from both sites, they're showing the same information. Are you not talking about your own IP address?
