Ok, sorry I have been away for so long, I'm actually alive and well.
The short answer is I think my ip has been coming from the ISP's DHCP router. I have learned how to route a static ip (i think) but still have many entries in the "view the current routing table" including the static ip I have just added. What's my ip is giving me a 72.0.197.36 which I believe is the isp's host 3menatwork. So I guess my question now is how to get my static ip 64.235.209.xxx to work? Maybe this will give you a bird's eyeview of what's going on.I know this could be risky but here is a copy/paste of the routing table. The equipment your ISP gave you will probably be a gateway since it handles more than 1 single IP address (or the routing of multiple addresses). The IP address that your gateway gets will be the first IP in the series. Then you stick a router behind the gateway and assign a static IP in the block of IPs that have been assigned to you to the router. In the router, when assigning the static IP, use the gateways IP in the gateway section. Then your computers will plug in to that router. When you visit whatismyip.com from any of the computers behind that router, our page should show the static IP assigned to the router.

Thanks for your help. I have tried using the gateway's ip in the gateway section but I am still getting "that" ip in the "what's my ip" The intended assigned ip from the isp 64.235.209.64/29 or 64.235.209.65 is what I wish to see in the whats "what's my ip" Could you look at the routing table and see if you could identify the problem. Have you put a router behind the gateway yet and assigned it an IP in your group then surfed to our site from behind that router?
