If your ISP is blocking something, port forwarding won't help you. Port forwarding will direct network traffic on a particular TCP/IP port to an assigned destination. But if the ISP is blocking that traffic, then it never gets to you to send it where you want it.
You might be able to use some kind of proxy server, but the server itself would have to sit somewhere else. There are places that provide Peer2Peer proxying. Here's one site that shows a list of such proxies. Check them out. A lot of proxy services require some kind of client on your PC, or registration. Not all, though. And you'll probably have to reconfigure bitcomet to use the proxy. I know utorrent has settings for this, but I've never used bitcomet. |

I think you need to abandon the term "port forward" from the conversation here. Port forwarding takes place at the router for your network. Like I said, if your ISP is blocking this, then it's never getting to your router, and there's nothing to forward, port or otherwise.
What a proxy does (very, very basically) is sort of "hide" the traffic inside another kind of network communication. There are other ways of proxying, but that's close enough for visualization. The "how to" information on this is best found at the link I provided above. Some may require you to install a program on your PC, others may give you some settings to put into your bitcomet. Bitcomet itself has settings for a proxy server, as illustrated at this link. You have to locate a proxy server you're willing to use and then enter the appropriate settings into Bitcomet. Sorry, I cannot recommend a proxy server. I've had bad experiences with torrents and virus infections, so I stopped. |

That sounds about right. A proxy server is going to slow you down a bit, but it sounds like you're where you need to be now.
