Is there a way to get into a hotmail acct, mainly mine, when I cann't remember the password

I don't think you can, and I don't think you should ... it's not really yours is it ?

This is the exact problem I was having ...people hacking into my email ...and it's not right ...

I remember resetting my password by contacting hotmail staff and providing them my billing information associated with my account and billed once for purchasing hotmail premium services.
If you have ever paid to them(hotmail) try using the contact link and explain your problem
