cannot send messages

have had trouble with my outlook express, server has refreshed and told me ok and used a test... checked their test worked fine but not in outlook...receiving but cannot send , they have asked me ensure my outgoing smtp port (25 0 is not blocked.. how do I do that?

port 25 is probably blocked, usually somewhere buried on your ISP's website you'll find the policy

sometimes you can try port 26 and it will work, or you'll need to use your ISP's SMTP server

also, see if your email host supports TLS or SSL encryption, those work on different ports that usually aren't blocked
