I'm pretty sure most retail home routers offer some sort of QoS configurations, not sure if that's going to do what you want... but I think it would be the closest thing

You may be better off with a software application since home routers are somewhat limited. My WRT54GL allows me to setup QoS for each port, with a priority level for each, but doesn't allow me to specify xx/kbs per port. I've used http://www.youngzsoft.net/ccproxy/ before and it works great. It allows you to connect up to 3 users for free....afterwards, it's less than US $70 for unlimited users. You can limit bandwidth with it, block sites, etc....I use this app for several of my clients. Some with less than 10 users and some with up to 50 users.

You may use http://bandwidthcontroller.com/

In past I have used a bandwidth controller that limits bandwidth by specifying user ip address, and it limits for all type of traffic whether it's http, smtp, ftp, voice or anything (the above mention url is not my tested one but I think it will do the job)

I have DSL and it rate from 10-250 max usually around 80s. But then when I went and use the Internet from school it rate 300 and 900s. Dang the school is hecka fast! I didn't believe Comcast was that fast too. Thought it was dumb. No clue.

As a LanShop owner it is like necessary for us to control the speed each pc gets to avoid people hogging our bandwidth while other people gets affected...

There are several things you can download:

Firefox Throttle = a free application/add on for firefox browser..

DUsuperController: http://www.homeqos.com/

Netlimiter: (has remote capabilities) http://www.netlimiter.com/

=======
I'm using a Prolink H9300G ADSL it has a QoS feature that allows you to specify a single ip or a range of IP addresses and set their own limits.
take a look at my screenshot:
