Almost anyone with a computer that can access the Internet can host a SOCKS 5 proxy with tor: https://www.torproject.org/

There is also a portable version one can run on laptops & netbooks with Internet access: http://portabletor.sourceforge.net/

They have pretty good instructions & forums on how to set them up, they are both fairly easy for people to set up. There are hundreds, if not thousands of exit nodes all over the planet right now. Set one up & join up, you'll like it once you try it :-)
